The Town of Mills River is fortunate to be
served by many volunteers offering a wide range of experience and knowledge.

Meeting Procedures:  The Town Council has mandated that all committee meetings abide by NC Open Meetings' Law.  This includes proper media notification, an agenda when possible and informal public comments.

 Agricultural Advisory Committee

The Agricultural Advisory Committee consists of 7 seats and is served by members of the local agricultural community.  The committee is charged with reviewing policies and procedures, making recommendations and advising Council on matters that affect agriculture, and preserving the agricultural heritage in Mills River.  The committee meets once a month on the third Friday at 9:00 AM.  

Board of Adjustments

The Board of Adjustments consists of 5 voting members and 2 alternates.  The Board is a state-regulated board that meets in quasi-judicial hearings and applies the Town Zoning Ordinance in appeals from decisions of the Zoning Administrator when a property owner requests a variance or conditional use permit.  The Board meets the second Tuesday of every second month at 7:00 PM, or more often when caseload deems it necessary. 

Finance Committee

The Finance Committee consists of 7 seats.  Members serve one-year terms and are charged with advising Council on financial decisions affecting the Town.  In addition, the committee reviews revenue and expenditures on a monthly basis, and previews the upcoming fiscal year budget working very closely with our independent auditor to make sure that our processes are legal and conform to the best practices of the State’s Local Government Commission. The committee assures Council that expenditures remain within the current fiscal year budget and advise Council on large expenditures.  The committee meets every month on the second Wednesday at 7:00 PM. 

Planning Board

The Planning Board consists of 9 members.  It is a state-regulated board that makes recommendations and advises Council on matters relating to the Town’s land use regulations. The Planning Board also hears rezoning requests, requests for text amendments to the zoning ordinance, and, in some circumstances, special use permits.  Various other matters regarding land use development must also be reviewed by the Planning Board before being heard by the Town Council.  The Board meets on the first Tuesday of each month at 7:00 PM. 

Newsletter Committee

The Newsletter Committee meets as necessary.  This committee is charged with the design, format, and content,  and oversees distribution.  The Town’s newsletter is produced quarterly and distributed either by email or regular mail.

Parks and Recreation Advisory Committee

The Parks and Recreation Development Advisory Committee was created in July of 2008 to develop and recommend a master plan for development of a park on the recently purchased property located on Hooper Lane in the Town of Mills River.  The Committee was renamed to the Parks and Recreation Advisory Committee on February 25, 2010.
